Wang Lina, a researcher at the Institute of economics, Chinese Academy of Social Sciences, told this reporter that he was in the 90s of last century 公积金缴存差异大带来隐形不公 普通职工无缘贷款–宁夏频道–人民网   日前,看中北京方庄附近一套80平方米二手房的杨力,无奈地在商业银行贷款合同上签了字。此前一周多时间里,他一直在为申请住房公积金贷款忙碌。但在420多万元房屋总价面前,仅120万元的公积金贷款额度意味着杨力需要拿出300万元首付。   杨力最终没能凑到那么多钱。“组合贷放款时间太长,业主基本都不同意,想要享受公积金贷款低利率的福利,就得出高首付,像我这种‘穷人’基本和公积金贷款无缘了。”   《工人日报》记者采访发现,不少与杨力一样的普通职工,按时足额缴纳着公积金,但在买房时却没法用。类似的尴尬让公积金屡受诟病,也让很多职工对公积金爱不起来。近日,在全国多地经历新一轮房价上涨后,有关公积金制度“是存是废”的争议再起。   公积金沦为“鸡肋”   申请难、周期长、使用率低,是公积金被称为“鸡肋”的主要原因,也是不少人呼吁取消公积金的重要依据。   “北京国管公积金无论是批贷还是放款,都没有时效。可能两三个月,也可能更久,没有人清楚公积金贷款究竟需要多久。”一位业内人士向记者透露,从去年到今年4月,国管公积金贷款基本处于停滞状态。   尽管4月份公积金贷款领域出台了相应政策,但随着房价大幅度上涨,公积金贷款额度相对缩水,公积金贷款的实际难度进一步加大。   “其实购房人都想用公积金,但房价总价四五百万元,公积金贷款最多能贷120万元,很多刚需拿不出高首付。而组合贷时间又长达两个半月乃至更久,房价上行时谁等得起两三个月?”据北京链家工作人员介绍,在实际交易中,使用公积金贷款的购房人比去年下降了两成。   《北京住房公积金2015年年度报告》显示,2015年北京地区全年发放住房公积金个人贷款848.86亿元,涉及住房101367套。而北京实际缴费职工超过650万人,当年北京公积金的使用比例仅占缴存职工的1.5%左右。   据《全国住房公积金2015年年度报告》,2015年住房公积金实缴职工12393.31万人,全年发放个人住房贷款312.50万笔,支取公积金人数仅占到缴存人数的2.5%左右。   公积金带来“隐形不公”   与使用率偏低相比,公积金缴存差异及其衍生出的“隐性福利”“劫贫济富”等公平性问题引发了更大争议。   中国社会科学院经济研究所研究员汪丽娜向本报记者表示,上世纪90年代公积金制度出台之初,由于国有企业职工众多,公积金覆盖面很广。但经过20多年发展,随着非公经济的发展,公积金覆盖面已降至30%左右。“许多民营企业和外资企业的职工难以享受到公积金的保障,这造成了体制内与体制外的不公平。”   此外,根据现行的相关条例,职工和单位住房公积金的缴存比例不得低于职工上一年度社会月平均水平工资的5%,不得超过职工上一年度月平均水平工资的12%。但具体的公积金缴存比例、缴费基数均由各地、单位确定。有分析认为,公积金缴费基数和缴存比例的自主选择空间过大,将进一步拉大收入差距。   记者了解到,即便同一地区、同一行业,在相同的公积金缴存比例和基数前提下,职工的公积金缴纳也可能存在巨大差异。北京一家金融企业的职工小安告诉记者,她每月个人缴纳公积金1900元。而与其一同参加工作的同学,在同一系统内一家事业单位,每月缴纳同样数额的公积金,数年下来两人公积金余额相差好几万。“他们单位每月还缴纳2000多元的补充公积金,自然就高得多了。”   “同时,公积金制度上的缺陷还带来了净缴存人和净贷款人的不公。”汪丽娜表示,目前,我国公积金强制缴存,但并未形成与职工缴存义务相匹配的贷款机制。国家审计署曾发布数据显示,2005年住房公积金个人贷款的44.9%发放给了排在缴存额前20%的高收入人群,而排在缴存额后20%的低收入人群仅得到3.7%的贷款。   还原公积金“保障”面貌   面对保障性的公积金沦为“鸡肋”甚至造成新的不公,近日,中国劳动学会副会长苏海南表示,住房公积金主要是被高、中收入者所获得,现行的住房公积金制度会加大收入差距水平,同时给企业带来沉重的负担,建议取消住房公积金。   此前,北京师范大学中国收入分配研究院发布的《中国劳动力成本问题研究报告》也建议,取消显著增长而又带来分配不公的住房公积金制度。报告称,我国的劳动力成本近年来有所上升,其中增长最快的是住房公积金。而且住房公积金主要在垄断行业和高收入者中,低收入行业和普通职工却没有平等受益,由此进一步带来收入分配不公。   然而,也有声音指出,取消公积金乃是因噎废食。统计数据显示, “十二五”期间,我国住房公积金提取额达到34059.53亿元,年均增长29.32%。发放个人住房贷款1158.04万笔、34761.04亿元,年均分别增长18.01%、30.40%。对外经济贸易大学公共管理学院教授李长安表示,这就意味着,有超过千万的人享受到住房公积金带来的优惠和好处。目前住房公积金制度存在一些问题,但简单地取消,恐非良策。   “取消公积金是不可能的。”汪丽娜表示,现在公积金已达万亿元规模,关系到数千万人的储蓄及贷款,当务之急是如何进一步予以完善。“未来住房需求集中在大学毕业生和进城农民工两个群体,公积金制度应当进行针对性的改革创新,对住房需求迫切的群体提供保障和服务。” (责编:李彦芬、马甜)相关的主题文章:
